Optimal linear income taxes and education subsidies under skill-biased technical change

چکیده

Abstract This paper studies how linear tax and education policy should optimally respond to skill-biased technical change (SBTC). SBTC affects optimal taxes subsidies by changing (1) direct distributional benefits of each instrument, (2) indirect, general-equilibrium effects on wages, (3) distortions. Analytically, the effect these three components is shown be ambiguous. In simulations for US economy, makes system more progressive lowers subsidies. because both income subsidies; their become important, which than offsets larger increased

Skill-Biased Technical Change and the Cost of Higher Education

We document the growth in higher education costs and tuition over the past 50 years. To explain these trends, we develop a general equilibrium model with skilland sector-biased technical change. Finding the model’s parameters through a combination of estimation and calibration, we show that it can explain the rise in college costs between 1961 and 2009, along with the increase in college attain...

Optimal Investment Under Uncertainty Regarding Income Subsidies

This paper studies optimal investment decision under uncertainty regarding agricultural income subsidies. The approach is based on stochastic programming. Investment decision is modelled as a Markov decision process. The cost of imperfect information can be estimated as the difference between the profitability of investment under stable income subsidies and under uncertain subsidies. risk. Assu...

Skill-Biased Technical Change1

Skill-Biased Technical Change is a shift in the production technology that favors skilled over unskilled labor by increasing its relative productivity and, therefore, its relative demand. Traditionally, technical change is viewed as factor-neutral. However, the observed rapid rise in the relative wage of skilled workers in conjunction with an upward trend in their relative supply means that rec...

Centralized wage bargaining and skill-biased technical change

Last decades have seen substantial changes in some countries’collective bargaining institutions, with a general trend towards more decentralized wage negotiations, specially in the Scandinavian countries. This paper supports the hypothesis that deunionization and decentralization in the wage setting process is a consequence of a skill-biased technical change. The main contribution of the paper ...

Endogenous Growth, Skill-Biased Technical Change and Wage Inequality

In this contribution, we present an endogenous growth model which essentially extends the idea of the paper by Murphy, Riddell and Romer (1998). In that paper, the authors assume that technical progress leads to wage differentials between high-skilled workers and unskilled workers. As technical progress occurs, the relative marginal productivity of different input changes. Yet, if there is suff...
